Prety expensive i would say. Boots with +1 can be rare though

I wanted to tweak your build a bit because of that expensive
double hatred Watcher's Eye. With minor tweaks (like ditching maim and taking combustion for totem) dropping hatred for herald of purity.
You can hit respectable 5,4 mil with 5 damage flasks (swapped Taste of Hate for Crit roll Cinderswallow)and 1.9 mil unflasked. Would be at around 6k health with new diminished eye's and probably bit less damage too.

Well to be about 4.8mil shaper dps while using 4 damage flasks and one life flask, dropping Wiseoak wich is least damage.
I'm saddened that while I would love to try to do something like this
for 3.9 I guess Nebulochs will be quite expensive at start due to
rarity of elder encounters.

Didn't tweak everything since noticed your build has several legacy items so it would be fully viable only in standard and I only play in challenge leagues. Quite nice build though and focusing more on attack speed and crit rather than going RT or EO like generic nebulochs do.

how can we replace the nebuloch on 3.9? idk if will be easy to get em with the atlas changes

Can go oni-gorishi for damage, but for toughness i am not so sure now
