Are the rewards for reaching treshold levels available for players playing in softcore?

Why in the announcement of turmoil says:
Top 15.000 players of each event: 100x Classic Mystery Boxes(per day) 100x Beta Keys (per day) And not here? is removed or just missed |

There is no discrepancy between the posted time and the countdown timer. edit: Actually, It looks like the countdown has an extra hour added - maybe 9pm GMT+0 is when registration opens? what does all that 100x mean? shared across people somehow, not guaranteed at all, or guaranteed everyone gets 100x of all mentioned items for reached levels?
